Newbie questions

Hello Folks,
I am in process of setting up a new office for a business. Everything else is completed except the phone lines. I haven't done this before so I am a complete noob when it comes to VOIP and phone systems.

What the office needs:
10 local phone numbers (traditional landline numbers) and 6 of them should have VOIP connectivity. We have a branch of the business in the states that they seem to use "calltower" for the VOIP calling. Can someone please give me a general outline of what exactly is required in order to set this up? Ofcourse I will external help but I want to ensure I know whats being done.
